Blanca Villalobos, an executive officer at IBC Bank, has dedicated the past 18 years to her banking career, growing from a teller to leading the commercial lending group for the past 13 years. “It’s been a venture,” she reflects, “and now I am privileged to extend and give back to my community.” A lifelong resident of Pharr, Texas, Villalobos has witnessed the city’s growth firsthand. “I’ve lived in the city of Pharr for over 45 years. My roots are in South Pharr Las Milpas, and I still live there. I’m passionate about my community and so proud of how much it has grown.”

Beyond her professional achievements, Villalobos is actively involved in various initiatives with the Pharr Economic Development Corporation (Pharr EDC). Her role extends to the Pharr EDC Foundation, where she serves as a board member and helps drive fundraising efforts to support scholarships for deserving students. “I joined the foundation about three years ago, working hand in hand with other partners from diverse industries,” she explains. “It has reassured me that what we do is right. The foundation’s mission aligns with my passion for giving back.”
One of the most anticipated fundraising events organized by the Pharr EDC Foundation is the 4th Annual Casino Night, set to take place on April 17, 2025, at Regency Hall in Pharr, Texas, from 6:00 PM to 10:00 PM. This event, known for its vibrant energy and strong community engagement, is one of the foundation’s most successful initiatives. “I was introduced to Casino Night at my first event, and I have to commend the team for thinking outside the box,” says Villalobos. “This type of fundraiser has become very popular and successful because people enjoy it. We don’t have a Las Vegas in the Valley, but this gives them the thrill of an interactive and fun experience.”
The event is not just about entertainment—it serves a greater purpose. “At the end of the day, everyone is there because they believe in the cause. They know their participation is making a difference,” Villalobos emphasizes. “My team at IBC loves it so much that they asked if we could get two sponsorships. I tell them, ‘Let me check on capacity!’” With limited space available, Casino Night continues to grow in popularity, attracting a wide range of community partners who share the foundation’s vision.
The foundation welcomes new sponsors and donations for raffle prizes to make the event a success. “We are always looking for partners to contribute giveaways. It makes the night more exciting and opens doors for new entrepreneurs and businesses to be part of the EDC’s initiatives,” she explains. “For those interested in sponsoring, it’s a great opportunity to give back while gaining visibility within the community.”
Villalobos stresses the importance of education and the long-term impact of investing in students. “The foundation’s vision is to give back to our communities and help our residents. Scholarships and education go hand in hand,” she states. “Education will bring a return on our investment in the community. We must support our youth and future workforce and retain talent here.” She acknowledges the rising costs of living and education but remains optimistic about available resources. “The foundation is a starting point to help students reach their educational goals.”
The Pharr EDC Foundation has already surpassed $1 million in scholarships awarded—a milestone Villalobos credits to the organization’s leadership and its team’s dedication. “Mr. Perez has been a phenomenal ambassador and leader. His team is always thinking of what’s best for the city and our community,” she says. “It’s a lot of commitment, but the impact is worth it.”
As Casino Night approaches, Villalobos encourages the community to get involved. “Whether as a sponsor, donor, or attendee, your participation makes a difference. This event brings everyone together for a fun night, but more importantly, it fulfills our purpose—helping students achieve their dreams through education.”
