Two high-stakes casino developments poised to reshape the West Side of Manhattan — one in Hell’s Kitchen and one in Times Square — are quietly moving forward through the environmental review process. Despite their massive scale and potential neighborhood impacts, public scoping hearings have been scheduled with little to no notification to local communities, elected officials or media outlets.
The issue only came to light yesterday evening (Wednesday) when members of Manhattan Community Board 4’s Clinton/Hell’s Kitchen Land Use Committee received a letter giving notice of a public meeting in a week’s time — and the chance to give a written response by early June.
