But agreements were reached just before the union’s strike deadline, giving workers a roughly 32% salary increase over the life of the contract, including a 10% bump in pay in the first year. After the breakthrough deals last November, the Culinary Union quickly reached similar agreements for the rest of its members at major hotel-casinos on the Strip, downtown and at off-Strip properties — with the exception of Virgin Hotels. The contracts on the Strip alone cover more than 40,000 workers. Bethany Khan, a spokesperson for the union, said Virgin Hotels is the “final holdout.” The union’s contract covering about 700 employees there expired last June. Both the union and Virgin Hotels said negotiations stalled because of disagreements over pay. Ted Pappageorge, the union’s secretary-treasurer, said the company’s latest proposal amounted to an estimated $0.30 more annually to wages over five years after deducting additional money union workers would have to contribute to their benefits. “The Virgin Las Vegas’ proposal is miles apart and is an insult to every worker, which is why the committee voted unanimously to refuse to settle for a second-class contract,” Pappageorge said. Virgin Hotels said Thursday night that it has tried to compromise with the union by offering earlier pay raises during a new five-year contract instead of only in the fourth and fifth years, but that “the union chose to engage in ‘take it or leave it’ bargaining.” Although Friday’s walkout is far smaller than the strikes planned for last year on the Strip, disruptions are still likely at the 1,500-room property. The union says “24/7 picket lines” will be in place during the strike around the property located just off the Strip and along a common route to the tourist corridor from the city’s international airport. The hotel-casino sits on a recognizable lot where an 80-foot (24-meter) neon guitar sign stood for decades. It was removed in 2017 after the Hard Rock closed. New Jersey Republican Calls on Democrats to Ban Casino Smoke

(Image: AP) Legislative discussions about casino smoking inside the nine Atlantic City resorts have lingered in the Trenton capital for years. Previous legislative sessions have garnered enough support in both chambers of the New Jersey Legislature to send a bill to Gov. Phil Murphy’s (D) desk to force the brick-and-mortar casinos to go 100% smoke-free. Democrats, who control the General Assembly and Senate, have stalled the casino smoking bills since 2022 when the gaming lobby pushed back on the statutes. The controversy has remained, however, and a bill in the lower house has again fielded enough support by way of co-sponsors for the measure to pass to the Senate. The measure — Assembly Bill 2143 — has been mothballed in the Assembly Tourism, Gaming, and the Arts Committee. Chaired by Assemblyman Bill Moen (D-Camden), the committee chair has taken orders from his Democratic leaders to delay a vote on the smoking ban proposal. GOP Backing Smoking Ban Banning casino smoking has become a political rallying call among Garden State Republicans, who continue to make gains in the Democratic stronghold. President-elect Donald Trump won more than 46% of the vote in New Jersey last week, the highest for a Republican presidential candidate in the state since New Jersey last went red in 1988 with George H.W. Bush. In September, Assembly Minority Leader John DiMaio (R-Warren) expressed his support for bringing the casino smoking bills across the finish line. “If Democrats are serious about protecting workers, Republicans are ready to help pass the bill. We need legislative action, not excuses,” DiMaio declared. This week, Assembly Republican Whip Brian Bergen lent his support to the effort. Bergen called on Assembly Speaker Craig Coughlin (D-Middlesex) to instruct his legislative juniors to act on AB2143 and the Senate version — Senate Bill 1493. “Leaving the casino smoking ban bill off the Tourism Committee’s agenda is more than an oversight. It’s an insult,” said Bergen, as reported by NJ Assembly GOP. There is enough support from both sides of the aisle to advance this bill. The speaker has no excuse not to take immediate action to ban harmful secondhand smoke exposure at casinos,” Bergen continued. “Casino employees have waited long enough for a healthy workplace. New Jersey has applied the ban on smoking to outdoor locations, on beaches, and in parks, but Democrats can’t get behind expediting expanded protections for casino workers. It’s inexplicable,” the GOP Assembly whip concluded. 2024 Support AB2143 was introduced in January by Assemblymembers Moen and Herb Conaway (D-Delran). The measure has since been co-sponsored by 40 other assemblypersons, including a majority of the Assembly Tourism, Gaming, and the Arts Committee. With 43 Assembly sponsors, AB2143 has enough support to pass the 80-seat legislative chamber. SB1493 was also introduced in January by Senators Shirley Turner (D-Ewing Township) and Joseph Vitale (D-Woodbridge). Turner and Vitale have been joined by 15 Senate colleagues in the 40-seat chamber. Democratic brass has reportedly slowed the casino smoking reviews on pleas from the Atlantic City gaming industry, which contends a smoking ban would lead to job layoffs, reduced tax revenue, and possibly a resort or two being closed. That move also paves the way for the full legislature to vote on the matter. Should the legislature sign off on the environmental review, the next step would be a public hearing on the matter. Sands is hoping to build a $6 billion casino hotel at the site of Nassau Coliseum in Uniondale. Despite some controversy surrounding that effort, the LVS bid is widely viewed as one of the most credible in the downstate casino competition. Nearly a dozen gaming companies and their partners are vying for the three New York City-area casino licenses the state has yet to award. That’s expected to happen late next year. Long Island Casino Environmental Review is Important Step While a single committee voting to advance the environmental impact study appears to be nothing more than a perfunctory legislative step, it’s meaningful because environmental concerns were among the reasons the casino proposal encountered legal difficulty. Last year, New York State Supreme Court Justice Sarika Kapoor sided with Hofstra University in a suit brought by the college, noting Sands’ lease transfer agreement with Nassau County violated New York’s open meeting laws while adding that the State Environmental Quality Review Act (SEQRA) may have been glossed over in the original agreement. The court ruled that Nassau County must give residents adequate opportunity to express concerns regarding how a large-scale project such as an integrated resort could affect the local environment. The environmental review, which is currently ongoing, is vital to Sands’ Long Island casino ambitions on multiple fronts, not the least of which is that under New York law, the lease transfer on Nassau Coliseum between the county and the gaming company cannot be finalized until the review is complete. Environmental Concerns The Nassau County Legislative Rules Committee didn’t publicly detail the findings in the impact study, but those details could soon see the light of day. Whether or not that alters perceptions of the casino project remains to be seen. To date, Sands’ Long Island casino pitch has resembled comparable efforts in other parts of the country. Supporters see the proposed gaming venue as an avenue for bolstering the local economy and generating more revenue for cash-strapped New York, while detractors see the gaming venue as having deleterious effects, including on the environment. In September, an opposition group said the Sands casino could strain Long Island’s already limited drinking water supply, adding that the project could have other negative long-term environmental consequences.
