Oliver von Schassowe PawellekCrews have been working since Sunday evening to put out a fire in a flat above a casino, Norfolk Fire Service said.
It started in the building on Purfleet Street, King’s Lynn, at about 21:30 BST.
A police cordon was put in place and passers-by were moved away from the flat, which is above the Merkur Slots casino.
Residents were advised to keep their doors and windows shut as thick smoke rose above the town.

The fire has caused extensive damage to the building’s roof.
The BBC understands the upper floors were recently converted into residential apartments.
The ground floor Merkur Slots casino, formerly known as Showboat Amusements, is operated by the Milton Keynes-based Merkur Casion Holdings UK Limited.
