A federal judge denied the Federated Indians of Graton Rancheria’s request for an injunction to delay any formal decision on a resort-casino project proposed by the Koi Nation on 68 acres of vineyard land just outside Windsor.

The ruling by U.S. District Judge Rita F. Lin of the Northern District of California is a major victory for the Koi, a small Pomo band displaced from Lake County, and a setback for Graton Rancheria and other North Bay tribes that oppose the project.

“The Federated Indians of Graton Rancheria is disappointed by the court’s decision, which allows Interior to proceed with a final decision on the Koi Nation’s off-reservation casino project despite the federal government’s clear failure to consult with tribes,” Graton Chair Greg Sarris said in a written response.
